I'm curious about one point.  If the U.S. Government felt that IOD did not have sufficient evidence to back up its claim, then why did the U.S. Government intervene and halt the IAHC plan?  Did the U.S. Government act on a whim or hunch?  Not likely.  I suspect that the U.S. Government was sufficiently satisfied by the evidence before it that it felt compelled to intervene.  Furthermore, I doubt that the backers of the IAHC plan viewed this intervention as a simple slap on the rist.

Anyway, as Chris has properly stated on many occassions, the focus now is on IOD's application.
