To encourage site operators to migrate to .xxx, there should be a 3 to 6 month transition period when domain names that exist in the .com TLD should be reserved in the .xxx TLD for those who own them in the .com domain. This is essential to protect the brands that the operators have developed in the .com TLD and allow them to be migrated to the .xxx domain. During this period, names with no counterpart in the .com domain could be assigned to anybody.

It could also be a useful service for the .xxx registrar to maintain a nameserver that would direct .xxx traffic temporarily to the existing .com IP address.
