Why is CB Radio not a good analogy? 

We are all really commenting here on licensing a certain segment, or limited spectrum, of public communication (the Internet).  This whole TLD matter is all about licensing and governing public communication.

The CB Radio model objective behind adding frequencies appears to me to be the very same objective that is now behind adding New TLDs.

A question that may be proposed is:  Why did the CB Model model fail in that CB Radio in the end did not become as effective as it was intended? 

Maybe the CB Radio model failed because certain policy, or bad policy, was deployed as a quick fix to the CB Radio congestion problem without a comprehensive growth management plan.

Is there a comprehensive growth management plan regarding how the New TLD infrastructure is going to be managed?  Or, are we all being lead into this whole New TLD matter blind, without any due process, real standards or policy enforcement plan?  

Where are the rules here?
