My answer in in the subject...

For several reasons, IOD would be better as the real *registry*:
it may run *immediately*.
Shortly after, several companies (including Afilias companies)
may become *registrars* and may register .web domains in the
shared database.
This is proposed in IOD's application itself.

By the way, here is an opinion of mine about
.web compared to other new TLDs.
Since .web is the most important TLD,
I suggest that ICANN may approve it soon,
before taking into consideration
other TLDs, that are too many...
The Internet needs the new .web TLD immediately!
Later (in a few weeks) ICANN may add other TLD strings.
