For the first-come-first-served registrar gTLD requests it is hard to see how they can fail. 

They would be cash cows for years, requiring little if any business or technical skills to generate large fortunes.

Some applicants are requesting gTLDs for specific purposes and do propose to see that registrations are not abused, and the name resource is not wasted.

These applicants are, in my political view, the more responsible, anmd are the only ones who would require business and technical skills.  So in these cases, your point is well taken.
