Sounds good. Only the guidelines should be clearly written as in some cases it might be difficult to discern whether a particular site caters to the charter they were obtained for. I think whether or not a site meets the requirements (content-wise) should be relatively leniently interpreted as if a site had actual content with even just marginally on-target content is better than encountering a site that boasts just the registrar's "coming soon" page.

How about blank sites, though? Would there be a limit on how long a name is allowed to remain contentless after registration? How would the "sufficient" level (quantity) of the content be determined?

Funny that few of these rules and regulations would be needed if people weren't greedy. Then again, few of our global problems (hunger, wars, etc) would exist, either, if people weren't greedy.
