You make some rather broad suggestions.  One in particular is a bit disturbing.  You suggest that since there might be some issue with the potential .web registry, that there should be no new TLDs.

Our proposal (Diebold Incorporated) proposes three TLDs that are not in dispute and have no known conflict (.cash, .global, .secure), nor for which there is any competing application.  Why should your blanket statement apply to potential TLDs for which there is no dispute?

I would be genuinely interested in your response.
