1.What is your basis for assuming that ICANN would allow your organization to give a "preference" to your current "limited network" customers.

Just because your company currently provides an "unsponsored, unsanctioned" service (a service which was never approved for inclusion by either the US Department of Commerce or IANA) to a group of individuals doesn't not give IODesign or ANY other proposer the right to "prefer" them in any registration scheme for ".web" (should the TLD string be given to any group).
